This report examines the current landscape of youth work in Cyprus and Romania, focusing on legislative frameworks, policy strategies, institutional practices, and challenges hindering the development of youth work, including its digital dimensions.

This document presents a comprehensive analysis of the development of the [digital] youth work field across 27 European countries. Its primary purpose is to identify best practices that can inform and guide the advancement of digital youth work in Cyprus and Romania. The report relies on official data, drawn primarily from Youth Wiki, and evaluates each country based on four key pillars: Legislative support for youth work;
Quality and innovation in youth work; Role, qualifications, and training of youth workers, and Recognition and validation of skills gained through youth work. 

A set of targeted policy recommendations for strengthening the youth work ecosystem and enhancing its recognition, quality, and sustainability in Cyprus and Romania has been developed. Drawing on national insights and EU frameworks, these proposals address key gaps in legislation, professional development, funding, infrastructure, and public perception. By implementing these measures, policymakers can support the development of a more coherent, inclusive, and future-ready youth work sector that meets the evolving needs of young people and society at large.
